'평택 이전 비용 한국 부담 8조원', 방위비 협상 카드로

이런 가운데 우리 대표단은 다음 주 협상이 재개되면 평택기지 이전 비용 카드를 쓰려는 것으로 저희 취재 결과 확인됐습니다. 우리 정부는 미국과 협의해서 평택에 최첨단 시설을 짓고 흩어져 있던 미군기지들을 속속 모아주고 있죠. 이 사업에 우리 정부가 한해에만 2조 원 넘는 돈을 썼단 사실을 강조하면서 미국의 인상 요구를 뿌리쳐 보겠다는 것입니다. 정제윤 기자입니다.

다음 주 열릴 방위비 협상 5차회의에서 우리 대표단은 주한미군에 이미 쓰고 있는 한국 정부의 직·간접 비용을 들이민단 전략입니다. 한 소식통은 "주한미군 주둔에 우리가 기여하고 있는 부분을 제시할 것"이라며 "기지 이전 비용도 강조될 부분"이라고 말했습니다. 즉 용산기지 등을 평택으로 이전하는 데 이미 우리 정부가 많은 돈을 썼고, 앞으로도 많은 돈을 쓸 것이란 점을 강조해보겠단 겁니다.
기지 이전하는 데만 모두 16조 원이 들었는데, 이중 절반 정도인 8조 원이 한국 몫입니다. 2018년 국방백서에 따르면 2015년 한 해에 쓴 비용만 2조 원이 넘습니다. 이 2조 원엔 평택기지 주변의 도로 정비 등 인프라 구축에 들어간 비용 1조여 원은 들어가 있지도 않습니다. 또 어제(11일) 발표된 원주·동두천 등 미군기지 4곳 반환과 관련해 정화비용 1100억 원을 일단 우리가 내기로 한 것도 협상에서 지렛대로 쓸 수 있습니다. 다만 다양한 논거에도 불구하고 미국은 5배, 5조 8000억 원을 인상해야 한단 입장을 고수할 걸로 보여 협상이 결국 시한을 넘길 것이란 관측이 나옵니다.

In the fifth round of defense-cost sharing negotiations next week, our delegation is planning to include direct and indirect costs of the Korean government already spent on the USFK.
"We will present our contribution to the U.S. military presence in Korea," a source said. "The cost of relocating the base will also be emphasized." In other words, I will emphasize that the Korean government has already spent a lot of money on the relocation of Yongsan Garrison to Pyeongtaek and will spend a lot of money in the future. The relocation of the base alone cost 16 trillion won, about half of which is by South Korea. According to the 2018 white paper, in 2015 alone more than 2 trillion won was spent. This 2 trillion won does not include 1 trillion won spent on infrastructure, including road maintenance, around the Pyeongtaek base. In addition, the government's decision to pay 110 billion won for the return of four U.S. military bases, including Wonju and Dongducheon, announced yesterday (November 11) can be used as leverage in the negotiations. Despite various arguments, however, the U.S. is likely to stick to its position that the U.S. should increase fivefold and 5.8 trillion won, which is speculated to mean that the negotiations will eventually pass the deadline.
