"현재규모 '넘치는 中관광객' 유치 한계… 新국제여객터미널 시급"

Pyeongtaek Mayor Chung Jang-sun explains the future of the international passenger terminal at Pyeongtaek Port in an interview with the Gyeongin Ilbo on Thursday.
입국 수속에 최대 7시간이 걸리는 평택항 국제여객터미널 출입국 지연 문제가 도마에 오르자 정장선 평택시장은 관계 기관 회의 개최 등 발 빠른 대응에 들어갔다. 평택시는 법무부 인력 확충 요청을 비롯해 입국심사확인증 발급기 설치 운영, 자동출입국심사대 설치를 위한 본예산 편성 등 승객들의 터미널 이용 불편을 최소화 하기 위한 대책들을 발표했고 CIQ(세관, 출입국사무소, 검역본부) 등 관계 기관들의 협조도 이끌어내는 성과를 거뒀다.
As the delayed entry and exit of the international passenger terminal at Pyeongtaek Port, which takes up to seven hours, is under fire, Pyeongtaek Mayor Chung Jang-seon has begun to take swift action by holding a meeting of related organizations. The Pyeongtaek city government announced measures to minimize inconvenience for passengers in using the terminal, including a request from the Justice Ministry to expand manpower, operation of the immigration certificate issuing machine, and establishment of the main budget for the establishment of an automatic immigration inspection team, and also managed to draw cooperation from related agencies such as the Customs, Immigration and Quarantine Headquarters.
평택항 국제여객터미널 개선을 위해 앞장서고 있는 정 시장을 통해 평택항 국제여객터미널 시설 확충을 위한 평택시를 비롯한 관계 기관들의 노력과 평택항 국제여객터미널이 앞으로 나가야 할 청사진을 들어봤다. 3일 평택시청에서 만난 정 시장은 입국 심사에서 최대 7시간까지 지연되는 평택항 국제여객터미널 상황에 대해 공감하고 있었다고 되돌아봤다.

정 시장은 "A선사가 지난 9월 신규 항로를 개설했고 예상보다 많은 인원이 여객터미널로 들어오면서 입출국 정체 현상이 벌어졌다"며 "승객들이 늘어나게 되면 반겨야 하는 상황임에도 오히려 입국 지연 등 불편 사항으로 이어져 안타깝게 생각하고 있었다"고 말했다. 실제 지난 10월 A선사가 정원 1천500명을 실을 수 있는 신규 페리를 취항하면서 휴게소 수용 인원 부족, 출입국 사무소 인력 부족 등으로 입국 심사 지연 사태가 반복되고 있었다.
Mayor Chung said, “‘A’ shipping line opened a new route in September, and as more people than expected entered the passenger terminal, a stagnant entry and departure phenomenon occurred. We had to welcome the increase in passengers, but we felt sorry for the delay in entry.” In fact, when the ship's pilot launched a new ferry in October that can accommodate 1,500 people, delays in immigration procedures were repeated due to a lack of staff at rest stops and immigration offices.

평택항 국제여객터미널의 10월 한 달 이용객은 전월에 비해 49% 가량 증가한 것으로 집계됐다. 문제가 불거지자 평택시는 지난달 13일 조찬간담회를 개최하고 평택시, 바른미래당 유의동 국회의원, CIQ 등 관계 기관들과 평택항 국제여객터미널의 애로사항을 논의하고 대응책 마련에 나섰다.
The number of passengers at the international passenger terminal in Pyeongtaek increased 49 percent in October compared to the previous month. As problems flared up, Pyeongtaek City held a breakfast meeting on November 13th and discussed difficulties at the international passenger terminal at Pyeongtaek Port with related organizations such as Pyeongtaek City, Bareunmirae Party lawmaker Yoo Eui-dong and CIQ.
평택시는 자동출입국심사대 설치(4억5천만원), 출국장 시설 개선(1억원) 등을 위해 관련 예산을 확보하기로 했으며, 여객터미널 이용객을 위한 휴게 공간 확보 차원으로 평택항 마린 센터 1, 2층을 임대(예비비 4억3천500만원)해 시설 공사에 돌입했다. 이밖에 출입국관리소는 평택항 국제여객터미널 출입국 인력을 기존 8명에서 10명으로 늘렸고 오는 2020년까지 12명의 인력을 확보한다는 계획을 세웠다. 평택세관과 국립인천검역소 평택지소, 농림수산검역소 평택사무소 등도 근무 인력 조정 및 증원 작업에 돌입했다.
Pyeongtaek City has decided to secure related budget for installing an automatic immigration checkpoint (45 million won) and improve the departure gate facilities (100 million won), and has started construction on the first and second floors of the Marine Center in Pyeongtaek Port with the aim of securing resting space for passengers at the passenger terminal. In addition, the immigration office has increased the number of passengers entering and leaving the international passenger terminal in Pyeongtaek from eight to ten, and plans to secure 12 by 2020. The Pyeongtaek Customs Office, the Pyeongtaek Branch of the National Incheon District Prosecutors' Office, and the Pyeongtaek office of the Agriculture, Fisheries and Quarantine Office have also started to adjust and increase the number of employees working there.
정 시장은 "평택항의 발전을 위해 오는 10일 경기도, 평택시, 관계 기관들이 종합 대책 회의를 하려고 했는데 회의에 앞서 이런 문제들이 나오게 된 것"이라며 "법제사법위원회에서 활동하고 있는 더불어민주당 정성호 의원과 금태섭 의원에게도 평택항 국제여객터미널 문제 해결을 위해 협조 요청을 했고 해결 방안 마련에 도움을 받았다"고 설명했다. 정 시장은 현재 발생하고 있는 출입국 지연 문제와 더불어 한·중간 사드 갈등 해소로 내년에는 중국인 관광객들이 올해보다 더욱 늘어날 가능성에 대해서도 언급했다.
Mayor Chung said, "We're going to have to do something about it. In order to develop Pyeongtaek Port, Gyeonggi Province, Pyeongtaek City, and related agencies planned to hold a comprehensive meeting on December 10th, but these problems came up ahead of the meeting. Chung Sung-ho of the main opposition Minjoo Party of Korea and Keum Tae-sup of the Legislation and Judiciary Committee also requested cooperation to resolve the issue of the international passenger terminal at Pyeongtaek Port and received help to come up with a solution.” In addition to the current delay in immigration, Mayor Chung also mentioned the possibility of more Chinese tourists next year than this year due to the resolution of the THAAD row between South Korea and China.
새로운 국제여객터미널 준공 이전에 중국인 관광객 유치를 위한 대책 마련이 시급했다는 것이다. 그는 "경기 남부 지역은 중국 산둥성과 가깝지만 그동안 인적 교류는 많이 없었던 터라 인적 교류를 확대하기 위해 노력하고 있다"며 "용인, 화성 등 경기 남부권과 평택의 관광 자원을 패키지 상품화하는 관광 코스 개발 작업을 경기관광공사와 함께 진행하고 있다"고 밝혔다.
He said, “That it was urgent to come up with measures to attract Chinese tourists before the completion of the new international passenger terminal. Although the southern part of Gyeonggi Province is close to Shandong Province in China, it has not had many human exchanges so we are making efforts to expand human exchanges. We are working with the Gyeonggi Tourism Organization to develop a tourism course that will package tourism resources in the southern part of Gyeonggi Province, including Yongin and Hwaseong.”
이어 "중국과 인적 교류를 늘려야 하는데 현재 여객터미널 규모로는 중국인 관광객 유치에 어려움을 겪을 수밖에 없었다"며 "신여객터미널 준공 이전까지는 이와 같은 방향으로 확장 작업을 추진할 계획이다"라고 덧붙였다. 아울러 신국제여객터미널의 신속한 착공도 강조했다. 신국제여객터미널은 평택지방해양수산청 주관으로 설계 발주 됐지만 이용객 증가에 따른 예산 증가 등 이유로 현재 설계 단계에서 멈춰 있는 상태다. 당초 올해까지 설계를 마무리할 계획이었지만 기획재정부가 설계 적정성 재검토에 나서면서 설계 완료 예상 시점이 내년으로 늦춰졌다.
Mayor Chung stated, “We have to increase human exchanges with China, but the size of the current passenger terminal has forced us to have difficulty attracting Chinese tourists. Before the completion of the new passenger terminal, we plan to push for the expansion in this direction.” He also stressed the rapid construction of the new international passenger terminal. Although the new international passenger terminal was ordered under the supervision of the Pyeongtaek Regional Maritime Affairs and Fisheries Office, it has been suspended at the design stage due to an increased budget due to the increase in the number of passengers. Although it had originally planned to complete the design by this year, the timing of completion of the design has been pushed back to next year as the Ministry of Strategy and Finance is reviewing the appropriateness of the design.
정 시장은 "이번 문제 제기로 신국제여객터미널 건설을 서두를 수 있는 계기가 됐다"며 "기재부 등 정부에 국제여객터미널 공사가 조속하게 진행될 수 있게끔 요청할 방침이다"라고 말했다. 이밖에 정 시장은 평택항 국제여객터미널이 중국과 평택을 오가는 새로운 관문으로 떠오르자 시민 친화적인 항만으로 발전할 수 있는 방안들을 모색하고 있다고 소개했다. 평택시는 신국제여객터미널 준공 이후 국제여객터미널 배후부지에 친수 시설을 조성하는 방법을 평택해양지방수산청과 추진 중이다.

Mayor Chung also said, "As the international passenger terminal at Pyeongtaek Port has emerged as a new gateway to and from China and Pyeongtaek, we are looking for ways to develop into a more citizen-friendly port." After the completion of the new International Passenger Terminal, the Pyeongtaek Regional Maritime Affairs and Fisheries Office are working on a plan to create a water supply facility at the site behind the International Passenger Terminal.
친수공간이 조성되면 평택항 동부두 배후 도로와 항만 배수로 정비 사업 부지, 평택호가 연결되는 녹지축이 조성된다. 평택항 국제여객터미널과 평택호 관광 단지 이용객 방문으로 평택항은 당당히 국제 무역항으로서 본연의 모습을 갖추게 된다. 정 시장은 "이와 별도로 가칭 '평택항 종합발전계획 수립 용역'을 재정사업으로 추진해 줄 것을 중앙 정부와 협의하고 있다"며 "평택항과 황해경제자유구역 평택 포승지구(BIX), 평택호 관광단지 등과 연계 개발로 평택항이 동북아 무역 물류 중심 항만으로 거듭날 수 있도록 최선의 노력을 다하고 있다"고 소개했다.
If a waterfront is created, a road behind the eastern head of Pyeongtaek Port and a site for the port drainage readjustment project will be created, and a green axis will be connected to the Pyeongtaek Port. With the visitors' visits to the international passenger terminal and the tourist complex in Pyeongtaek, Pyeongtaek Port will proudly be in its original form as an international trade port.
Mayor Chung continued: ”In addition, the central government is discussing with the central government that it will push for a ‘comprehensive development plan for Pyongtaek Port’ as a financial project. The company is making utmost efforts to make Pyeongtaek Port a hub of trade and logistics in Northeast Asia by developing it in conjunction with Pyeongtaek Port, Pyeongtaek Port of Free Economic Zone (BIX) and Pyeongtaek Lake Tourism Complex.”
