어제 전격적으로 발표된 미국의 중국 총영사관 폐쇄 조치로 미중 관계가 험악해지고 있습니다. 중국도 우한 뿐 아니라 홍콩에 있는 미국 총영사관 폐쇄로 보복에 나서야 한다는 목소리도 나오고 있습니다. 중국 베이징 전화로 연결합니다. 강성웅 특파원! 중국이 우한에 있는 미국 총영사관을 폐쇄할 것이라는 보도가 나왔는데, 가능성이 있는 얘기입니까?

U.S.-China relations have been strained by yesterday's surprise announcement of the closure of China’s Consulate General in Houston, Texas. China is now calling for retaliation and possible closure of the U.S. Consulate General in Hong Kong as well as in Wuhan, China. We have a call from China right now. Correspondent Kang Sung-woong! 어제 로이터통신이 중국이 우한 소재 미국 총영사관 폐쇄를 검토한다는 보도를 했는데 지금 중국에서는 우한 가지고는 미흡하다는 반응이 나오고 있습니다. 우한 소재 미국 총영사관이 코로나19 확산 이후 아직 업무를 재개하지 못하고 있는 상황이어서 폐쇄를 해도 보복조치로서는 효과가 별로 없다는 논리입니다. 대신 홍콩 주재 미국 총영사관의 폐쇄나 축소를 요구해야 한다는 주장이 제기되고 있습니다.

Reuters reported yesterday that China is considering shutting down the U.S. Consulate General in Wuhan, and now there is a response in China that Wuhan is not enough. The logic is that the U.S. Consulate General in Wuhan has yet to resume work since the spread of Corona-19, so the closure will not have much effect as a retaliatory measure. Instead, there are calls for the closure or reduction of the U.S. Consulate General in Hong Kong.
중국의 관변 매체 글로벌타임스 신문이 이렇게 보도를 했는데, 홍콩 시위 사태에 현지 미국 총영사관 직원들이 역할을 한 것을 이유로 들면서 홍콩 총영사관 폐쇄가 명분이 있다는 주장입니다. 또 어제 자사가 실시한 온라인 여론 조사에서도 80% 정도가, 홍콩 주재 미국 총영사관의 폐쇄로 맞대응해야 한다는 응답이 나왔다는 겁니다.
The Global Times newspaper, a Chinese official media, reported that the closure of the consulate in Hong Kong is justified, citing the fact that employees of the U.S. consulate in Hong Kong played a role in the Hong Kong protest. And yesterday's online poll showed that about 80 percent of the Chinese respondents said China had to respond with the closure of the U.S. Consulate General in Hong Kong.
관변 매체인 환구시보의 후시진 편집장도 우한에 있는 미국 총영사관의 폐쇄로는 충분한 대응이 안 된다며 홍콩 주재 미국 총영사관의 규모를 축소하자고 제안했습니다. 현재 홍콩 주재 미국 총영사관에 직원이 천 명이 넘는 데 이들 가운데 일이백 명만 남기도록 하면 미국에 큰 피해를 줄 수 있다는 겁니다. 대표적인 관변 논객인 후시진 편집장은 현재 홍콩 주재 미국 총영사관에 현지 직원까지 포함하면 수천 명이 근무하고 있다면서, 이들이 정보 수집 역할을 하고 있는 것 같다는 언급도 했습니다. 하지만 홍콩소재 미국 총영사관을 폐쇄하면 중국이나 홍콩의 경제적 피해도 예상되는 만큼 실제로 조치로 이어질 지는 미지수입니다.

중국도 미국과의 갈등이 전방위로 격화하면서 외교나 경제가 쉽지 않은 상황이기 때문에 다른 카드를 뽑기가 쉽지는 않은 상황입니다.다만 미중 간에 1단계 무역합의를 통해 미국산 농산물과 공산품 등을 대량 구입하고 있는데, 이 부분을 지렛대로 쓸 수 있지 않는가 하는 주장이 나오고 있습니다. 글로벌타임스 보도를 보면, 휴스턴 주재 중국 총영사관 폐쇄로 미중 무역에 수십억 달러의 타격이 예상된다는 겁니다. 휴스턴에 있는 중국 총영사관이 텍사스를 포함해 미국 남부 8개 주를 관할하는 데, 영사관 폐쇄로 무역이 원활하지 않을 수도 있다고 경고를 한 셈입니다.

The People's Daily expressed concern that the move has seriously damaged bilateral relations, and that the U.S. provocation will continue until the end of the presidential election.
